Approval and Promulgation of State Air Quality Plans for Designated Facilities and Pollutants; District of Columbia; Negative Declaration for Existing Other Solid Waste Incinerators

The Environmental Protection Agency (EPA) is proposing to approve the negative declaration submitted by the District of Columbia Department of Energy and Environment (DCDOEE) on May 21, 2026. The negative declaration submitted by DCDOEE certifies that there are no existing other solid waste incinerators (OSWI) subject to sections 111(d) and 129 of the Clean Air Act (CAA) within the jurisdiction of the District of Columbia (DC).

Approval and Promulgation of Implementation Plans; California; San Joaquin Valley, Revisions to Motor Vehicle Emissions Budgets for Ozone

The U.S. Environmental Protection Agency (EPA or "Agency") is taking final action to approve a revision to the State of California's state implementation plan (SIP) for the San Joaquin Valley (SJV) area. The revision includes an update to the SJV area's motor vehicle emissions budgets ("budgets") for nitrogen oxides (NO<INF>X</INF>) and volatile organic compounds (VOC) for the 2008 8- hour ozone national ambient air quality standards (NAAQS or "standards"). These updated budgets for 2026, 2029, and 2031 were developed with the latest modeling method approved for California. These updated budgets apply to all subareas within the SJV. Upon the effective date of this rule, the updated budgets will supersede the existing approved SJV subarea budgets for the 2008 ozone NAAQS that were based on an earlier emissions model. The EPA is approving the updated SJV ozone budgets in accordance with the requirements of the Clean Air Act (CAA or "Act") and the EPA's regulations.

Clean Data Determination; 1997 8-Hour Ozone Standards; California; Sacramento Metro Area

The U.S. Environmental Protection Agency (EPA or "Agency") is proposing to issue a clean data determination (CDD) for the Sacramento Metro, California nonattainment area to reflect our finding that the area is attaining the 1997 8-hour ozone national ambient air quality standards (NAAQS or "standards"). This finding is based on quality-assured and certified ambient air quality monitoring data from 2023 through 2025. If we finalize this CDD, certain Clean Air Act (CAA) requirements that apply to the Sacramento Metro area will be suspended for so long as the area continues to attain the 1997 8-hour ozone NAAQS. We are taking comments on this proposal and plan to follow with a final action.

Request for Information on Test Methods for Evaluating Solid Waste (SW-846), Waste Sampling and Toxicity Characteristic Leaching Procedure (TCLP) Testing

EPA updates test methods and waste sampling guidance as part of routine updates according to the Resource Conservation and Recovery Act (RCRA). To aid in the implementation of these directives, the Office of Resource Conservation and Recovery (ORCR) within the Environmental Protection Agency (EPA) requests information on SW-846 method experiences, needs, and requirements. ORCR is specifically interested in information on the Toxicity Characteristic Leaching Procedure (TCLP) Method 1311, including method challenges, and alternatives. Information is welcome from stakeholders involved in requesting, performing, and evaluating the results from SW-846 methods including, but not limited to, industry stakeholders, researchers, academia, state, Tribal, and local governments. This includes U.S. territories and the District of Columbia, other federal agencies, community groups, non-governmental organizations, the public, and international organizations. The EPA will use the information received in response to this request for information (RFI) to inform what action, if any, it may take.

Wisconsin: Approval of State Coal Combustion Residuals Permit Program

The Environmental Protection Agency (EPA or the Agency) is proposing to approve the Wisconsin Coal Combustion Residuals (CCR) partial permit program under the Resource Conservation and Recovery Act (RCRA). After reviewing the CCR permit program application submitted by the Wisconsin Department of Natural Resources (WDNR), EPA has preliminarily determined that Wisconsin's CCR permit program meets the standard for partial approval under RCRA. If approved, Wisconsin's CCR permit program will operate in lieu of the Federal CCR program, with the exception of the specific provisions noted below. EPA is seeking comment on this proposal during a 60-day public comment period and will hold an online public hearing on EPA's preliminary approval of Wisconsin's partial CCR permit program.

Ortho-Phthalaldehyde; Receipt of Application for Emergency Exemption, Solicitation of Public Comment

EPA is announcing a specific exemption reauthorization request from the National Aeronautics and Space Administration (NASA) to use the pesticide ortho-phthalaldehyde (OPA, CAS No. 643-79-8) to treat the coolant fluid of the internal active thermal control system (IATCS) of the International Space Station (ISS) to control aerobic/ microaerophilic bacteria in the aqueous coolant. The applicant proposes the use of a new chemical that has not been registered by EPA. Therefore, in accordance with the Code of Federal Regulations, EPA is soliciting a 15-day public comment before making the decision whether to grant the exemption.

Updated Definition of “Waters of the United States”

The purpose of this supplemental notice of proposed rulemaking is for the U.S. Environmental Protection Agency (EPA) and the Department of the Army ("the agencies") to supplement and seek additional comment on certain aspects of an earlier proposal, published on November 20, 2025, to revise the regulations defining the scope of waters federally covered under the Clean Water Act in light of the U.S. Supreme Court's 2023 decision in Sackett v. Environmental Protection Agency. As stated in the agencies' November 20, 2025 Notice of Proposed Rulemaking (NPRM), the agencies intend for this rulemaking to provide greater regulatory certainty and increase Clean Water Act program predictability and consistency by clarifying the definition of "waters of the United States." After consideration of the public comments received on the NPRM, the agencies are issuing this notice to supplement the NPRM with additional regulatory options on certain aspects of the proposed rule.

Approval of Clean Air Act General Permit Requests for Coverage for New or Modified Minor Source Concrete Batch Plants in Indian Country

On various dates, the U.S. Environmental Protection Agency (EPA) issued approvals to Oscar Renda Contracting, Inc., FNF Construction, Inc., CEMEX Construction Materials South, LLC, and Core Ready Mix, LLC, ("Permittees") under the Clean Air Act's Tribal Minor New Source Review (NSR) Program. The EPA approved these Requests for Coverage under the General Air Quality Permit for New or Modified Minor Source Concrete Batch Plants in Indian Country ("Concrete Batch Plants General Permit") for Window Rock Airport, Navajo Nation Crushing/Screening Operation, CEMEX--Higley Plant, Oscar Renda Contracting, Inc., Portable Concrete Batch Plant Facility, and Core Ready Mix Higley Plant ("Sources"). These approvals authorized the construction and operation of these Sources under the Tribal Minor NSR Program.

U.S. Environmental Protection Agency (EPA) Contractor and Subcontractor Access to Confidential Business Information (CBI) Submitted Under Clean Air Act (CAA), Act To Prevent Pollution From Ships (APPS), and American Innovation and Manufacturing Act (AIM)

Approval of Clean Air Act General Permit Requests for Coverage for New or Modified Minor Source Hot Mix Asphalt Plants in Indian Country

On various dates, the U.S. Environmental Protection Agency (EPA) issued approvals to Yavapai-Apache Sand and Rock, Navajo Engineering and Construction Authority (NECA), and Fann Contracting, Inc. ("Permittees") under the Clean Air Act's Tribal Minor New Source Review (NSR) Program. The EPA approved these Requests for Coverage under the General Air Quality Permit for New or Modified Minor Source Hot Mix Asphalt Plants in Indian Country ("HMA Plants General Permit") for Yavapai-Apache Sand and Rock, the NECA Portable Hot Mix Asphalt Plant, the N12 Portable Hot Mix Asphalt Plant, and the Kayenta Hot Plant Site ("Sources"). These approvals authorized the construction and operation of these Sources under the Tribal Minor NSR Program.

Air Plan Approvals; Indiana; Prong 4 (Visibility) for the 2015 Ozone National Ambient Air Quality Standard

The U.S. Environmental Protection Agency (EPA) is approving a portion of Indiana's State Implementation Plan (SIP) submission regarding the infrastructure requirements in Clean Air Act (CAA) section 110 for the 2015 ozone National Ambient Air Quality Standards (NAAQS). The infrastructure requirements are designed to ensure that the structural components of each State's air quality management program are adequate to meet the State's responsibilities under the CAA. The EPA finds that Indiana's infrastructure submission fulfills CAA requirements for a State's SIP to contain adequate provisions prohibiting emissions that will interfere with required visibility protection measures in any other State's SIP. The EPA proposed to approve this action on April 10, 2026, and received no adverse comments.

Air Plan Approval; New York; Interstate Transport Requirements for the 2010 SO2 NAAQS

The Environmental Protection Agency (EPA or the Agency) is approving a State Implementation Plan (SIP) submitted by the State of New York for purpose of demonstrating that the State satisfies the interstate transport requirements, also known as the "good neighbor" provision of the Clean Air Act (CAA), for the 2010 1-hour sulfur dioxide (SO<INF>2</INF>) primary National Ambient Air Quality Standard (NAAQS). Under the good neighbor provision, each State's implementation plan must contain adequate provisions prohibiting the interstate transport of air pollution in amounts that will either contribute significantly to nonattainment, or interfere with maintenance, of the NAAQS in any other State. This action is being taken in accordance with the requirements of the Clean Air Act.

Public Water System Supervision Program Revision for Puerto Rico; Notice of Approval and Opportunity To Request Public Hearing

Public notice is hereby given that the Commonwealth of Puerto Rico has revised its approved Public Water System Supervision Program. Puerto Rico has adopted drinking water regulations for the Consumer Confidence Report Rule Revisions. The Environmental Protection Agency (EPA) has determined that Puerto Rico's revised regulations meet all minimum Federal requirements, and that they are no less stringent than the corresponding Federal regulations. Therefore, the EPA has decided to tentatively approve the Territory program revisions. All interested parties may request a public hearing.

Publication of Notification of Coverage Under the Air Quality Permit by Rule for New or Modified True Minor Source Gasoline Dispensing Facilities in Indian Country for Costco Fuel Facility, Location No. 1834

On July 10, 2026, the U.S. Environmental Protection Agency (EPA), Region IX posted the Notification of Coverage (NOC) from the Costco Wholesale Corporation ("Permittee") under the Clean Air Act's Tribal Minor New Source Review (NSR) Program. The Permittee submitted the NOC under the Air Quality Permit by Rule for New or Modified True Minor Source Gasoline Dispensing Facilities in Indian Country ("GDF- PBR") for Costco Fuel Facility, Location No. 1834 ("Source"). The publication of the NOC is final agency action with respect to applicability of the GDF-PBR to the Source under the Tribal Minor NSR Program.

Approval of Clean Air Act General Permit Requests for Coverage for New or Modified Minor Source Stone Quarrying, Crushing, and Screening Facilities in Indian Country

On various dates, the U.S. Environmental Protection Agency (EPA) issued approvals to Fisher Sand & Gravel--New Mexico, Inc., PG&E, LLC, and Archer Western ("Permittees") under the Clean Air Act's Tribal Minor New Source Review (NSR) Program. The EPA approved these Requests for Coverage under the General Air Quality Permit for New or Modified Minor Source Stone Quarrying, Crushing, and Screening Facilities in Indian Country ("SQCS General Permit") for Grey Mesa Gravel Pit, Ehrenberg Quarry, and San Juan Lateral Water Treatment Plant Rock Crusher ("Sources"). These approvals authorized the construction and operation of these Sources under the Tribal Minor NSR Program.

Air Plan Approval; Reconsideration and Repeal of Air Plan Partial Approval and Partial Disapproval of North Dakota's Regional Haze State Implementation Plan for the Second Implementation Period

The U.S. Environmental Protection Agency (EPA or Agency) is proposing to repeal a final rule published in the Federal Register on December 2, 2024, partially approving and partially disapproving North Dakota's 2022 regional haze State Implementation Plan (SIP) submission for the second implementation period. As a result, the EPA is proposing to approve the portions of North Dakota's 2022 SIP submission for the second implementation period that were disapproved in the EPA's 2024 partial approval/partial disapproval. In the December 2024 final rule, the EPA determined that North Dakota submitted a regional haze SIP that did not meet all the statutory and regulatory requirements for the regional haze second implementation period. On January 31, 2025, and February 6, 2025, EPA received petitions for reconsideration from the State of North Dakota, Basin Electric Power Cooperative, Lignite Energy Council (LEC), Rainbow Energy Center, and the Coyote Station Co-Owners. On January 31, 2025, the State of North Dakota, Montana-Dakota Utilities Company, NACCO Natural Resources Corporation, Basin Electric Power Cooperative, Rainbow Energy Center, and Lignite Energy Center filed petitions for review in the Eighth Circuit Court of Appeals. EPA granted reconsideration on April 30, 2025, sending letters to the State of North Dakota, Basin Electric, LEC, Rainbow Energy Center, and Coyote Station Co-Owners. The petitions for review were held in abeyance by the Eighth Circuit on June 4, 2025 pending the administrative reconsideration process.

The U.S. Environmental Protection Agency (EPA) is extending the Renewable Fuel Standard (RFS) compliance reporting deadline for the 2025 compliance year from September 1, 2026, to October 1, 2026.

1,2-Dichloropropane Draft Risk Evaluation Under the Toxic Substances Control Act (TSCA); Notice of Availability and Request for Comment

The Environmental Protection Agency (EPA or Agency) is announcing the availability of and seeking public comment on a draft risk evaluation under the Toxic Substances Control Act (TSCA) for 1,2- dichloropropane. The purpose of risk evaluations under TSCA is to determine whether a chemical substance presents an unreasonable risk of injury to health or the environment under the conditions of use (COUs), including unreasonable risk to potentially exposed or susceptible subpopulations identified as relevant to the risk evaluation by EPA, and without consideration of costs or non-risk factors. EPA is seeking comment on the draft risk evaluation for 1,2-dichloropropane.

The Environmental Protection Agency (EPA) is planning to submit an information collection request (ICR), Control of Air Pollution from New Motor Vehicles: Heavy-Duty Engine and Vehicle Standards (Renewal) (EPA ICR Number 2621.03, OMB Control Number 2060- 0741) to the Office of Management and Budget (OMB) for review and approval in accordance with the Paperwork Reduction Act. Before doing so, EPA is soliciting public comments on specific aspects of the proposed information collection as described below. This is a proposed extension of the ICR, which is currently approved through May 31, 2027. This notice allows for 60 days for public comments.

Updates to the National Pollutant Discharge Elimination System Definitions and Exclusions

The U.S. Environmental Protection Agency (EPA) proposes to revise a regulatory definition under the Clean Water Act (CWA) permitting regulations pertaining to discharges in the contiguous zone and ocean. The proposal would revise the regulatory definition of "discharge of a pollutant" to reflect and faithfully implement the statutory exclusion of vessels and other floating craft that add pollutants in the contiguous zone or the ocean from inclusion in the definition of "discharge of a pollutant" or "discharge", and thus, from National Pollutant Discharge Elimination System (NPDES) program requirements. The proposed rulemaking would also make conforming and clarifying changes to the NPDES regulatory exclusion for vessels and other floating craft. The effect of these changes would be that the addition of pollutants by a vessel or other floating craft in the contiguous zone or the ocean that is not secured to the seabed would not be a discharge and would not require CWA NPDES permit authorization to add pollutants to those waters.

Notice of August 31, 2026 Decisions on Petitions for Small Refinery Exemptions Under the Renewable Fuel Standard Program

The Environmental Protection Agency (EPA) is providing notification of its final action entitled August 31, 2026 Decision on Petitions for RFS Small Refinery Exemptions ("August 31, 2026 SRE Decisions Action") in which EPA issued decisions on 34 small refinery exemption (SRE) petitions under the Renewable Fuel Standard (RFS) program for the 2025 compliance year. EPA is also reissuing a decision for 1 petition for the 2024 compliance year that was originally issued in the August 3, 2026 Decision on Petitions for RFS Small Refinery Exemptions. EPA is providing this notification for public awareness of, and the basis for, EPA's decision announced on August 31, 2026.

Alpha-d-Glucopyranoside, Beta-d-Fructofuranosyl, Mixed Palmitates and Stearates in Pesticide Formulations; Exemption From the Requirement of a Tolerance

This regulation establishes an exemption from the requirement of a tolerance for residues of alpha-d-glucopyranoside, beta-d- fructofuranosyl, mixed palmitates and stearates (CAS Reg. No. 84066-95- 5) when used as an inert ingredient (surfactant) on growing crops pre- harvest at no more than 12% of the final pesticide formulation. Elicit Plant S.A.S submitted a petition to EPA under the Federal Food, Drug, and Cosmetic Act (FFDCA), requesting establishment of an exemption from the requirement of a tolerance. This regulation eliminates the need to establish a maximum permissible level for residues of alpha-d- glucopyranoside, beta-d-fructofuranosyl, mixed palmitates and stearates, when used in accordance with the terms of this exemption.

Air Plan Approval; Michigan; 2015 Ozone Moderate Reasonably Available Control Technology

The U.S. Environmental Protection Agency (EPA) is approving revisions and additions to Michigan Air Pollution Control Rules (MAPCR) Parts 6 and 8 for inclusion in the Michigan State Implementation Plan (SIP). Michigan submitted these SIP revisions to meet the Moderate Volatile Organic Compound (VOC) and Nitrogen Oxide (NO<INF>X</INF>) Reasonably Available Control Technology (RACT) requirements for the Western Michigan nonattainment areas (Berrien, Western portion of Allegan, and Western portion of Muskegon counties) under the 2015 ozone National Ambient Air Quality Standard (NAAQS or standard). The EPA is approving rules that limit VOC emissions from consumer products and architectural and industrial maintenance coatings, as SIP strengthening measures for the Western Michigan nonattainment areas under the 2015 ozone standard. The EPA proposed to approve this action on February 27, 2026, and received eleven sets of comments.

Certain New Chemicals; Receipt and Status Information for March, May, and June 2026

This document announces the Agency's receipt of new chemical submissions under the Toxic Substances Control Act (TSCA), including information about the receipt of a Premanufacture Notice (PMN), Significant New Use Notice (SNUN), Microbial Commercial Activity Notice (MCAN), and an amendment to a previously submitted notice; test information; a biotechnology exemption application; an application for a test marketing exemption (TME); and a notice of commencement of manufacture (defined by statute to include import) (NOC) for a new chemical substance. This document also provides a periodic status report on the new chemical substances that are currently under EPA review or have recently concluded review. EPA is hereby providing notice of receipt of this information, as required by TSCA, and an opportunity to comment. The negative declaration submitted by ACHD certifies that there are no existing large municipal waste combustors (LMWC) subject to the Clean Air Act (CAA) requirements within the jurisdiction of Allegheny County.

Agency Information Collection Activities; Submission to the Office of Management and Budget for Review and Approval; Comment Request; Confidential Business Information Claims Under the Toxic Substances Control Act (TSCA) (Renewal)

Florida: Final Authorization of State Hazardous Waste Management Program Revisions

On September 1, 2023, Florida submitted to the Environmental Protection Agency (EPA) a program revision application seeking authorization of changes to its hazardous waste program under the Resource Conservation and Recovery Act (RCRA), as amended. On March 26, 2026, the EPA published both a direct final action granting Florida final authorization for revisions to its federally authorized hazardous waste program, along with a companion proposed rule announcing the EPA's proposal to grant such final authorization. The EPA announced in both documents that the direct final action would become effective on May 26, 2026, unless adverse comments were received by April 27, 2026. Although the EPA received two comments during the public comment period, the EPA determined that the comments were not adverse. As a result, the direct final rule became effective on May 26, 2026. This action responds to the comments the EPA received.

Air Plan Approval; Arkansas; Regional Haze State Implementation Plan for the Second Implementation Period

Pursuant to the Clean Air Act (CAA or the Act), the U.S. Environmental Protection Agency (EPA) is finalizing approval of a State Implementation Plan (SIP) revision submitted by the State of Arkansas through the Division of Environmental Quality (DEQ) on August 8, 2022, clarified by DEQ on July 29, 2025, and further supplemented on May 4, 2026, to satisfy the requirements of the Act and the EPA's Regional Haze Rule (RHR) for visibility protection in mandatory Class I Federal areas (Class I areas) for the program's second implementation period. Arkansas' SIP submission addresses the requirement that States must revise their long-term strategies for making reasonable progress to prevent any future and remedy any existing man-made visibility impairment in the Class I areas. Air Plan Approval; Mississippi; 2010 1-Hour SO2 NAAQS Transport Infrastructure

Pursuant to the Federal Clean Air Act (CAA or the Act), the U.S. Environmental Protection Agency (EPA or Agency) is proposing to approve a State Implementation Plan (SIP) revision submitted by the State of Mississippi, through the Mississippi Department of Environmental Quality (MDEQ), on January 27, 2022, for the purpose of complying with the "good neighbor" provision of the CAA for the 2010 1-hour sulfur dioxide (SO<INF>2</INF>) primary National Ambient Air Quality Standard (NAAQS). The good neighbor provision requires each State's implementation plan to contain adequate provisions prohibiting the interstate transport of air pollution in amounts that will contribute significantly to nonattainment, or interfere with maintenance, of a NAAQS in any other State. In this proposed rulemaking, the EPA is proposing to determine that Mississippi will not contribute significantly to nonattainment or interfere with maintenance of the 2010 1-hour SO<INF>2</INF> primary NAAQS in any other State. Therefore, the EPA is proposing to approve the January 27, 2022, SIP revision as meeting the requirements of the good neighbor provision for the 2010 1-hour SO<INF>2</INF> primary NAAQS.

Air Plan Approval; Kentucky; Cincinnati-Hamilton Area Limited Maintenance Plan for the 1997 8-Hour Ozone NAAQS

The U.S. Environmental Protection Agency (EPA or Agency) is proposing to approve a State Implementation Plan (SIP) revision submitted by the Commonwealth of Kentucky through the Energy and Environment Cabinet (Cabinet), Division of Air Quality (Division), on July 23, 2024. The SIP revision consists of a Limited Maintenance Plan (LMP) for the Kentucky portion of the tri-state Cincinnati-Hamilton 1997 8-hour ozone nonattainment area (the "tri-state Cincinnati-Hamilton Area"). The Kentucky portion of the tri-state Cincinnati-Hamilton Area is composed of Boone, Campbell, and Kenton Counties in Kentucky (hereinafter also referred to as the "Northern Kentucky Area"). The EPA is proposing to approve Kentucky's LMP for the Northern Kentucky Area because it provides for the maintenance of the 1997 8-hour ozone National Ambient Air Quality Standards (NAAQS) within the tri-state Cincinnati-Hamilton Area through the end of the second 10-year portion of the maintenance period. Significant New Use Rules on Certain Chemical Substances (24-5.5e)

EPA is issuing significant new use rules (SNURs) under the Toxic Substances Control Act (TSCA) for certain chemical substances that were the subject of premanufacture notices (PMNs) and are also subject to an Order issued by EPA pursuant to TSCA. The SNURs require persons to notify EPA at least 90 days before commencing the manufacture (defined by statute to include import) or processing of any of these chemical substances for an activity that is designated as a significant new use in the SNUR. The required notification initiates EPA's evaluation of the conditions of that use for that chemical substance. Proposed Settlement Agreement, Unreasonable Delay Claim Regarding Natural Resources Defense Council's Petition To Revoke Tolerances for Neonicotinoid Pesticides

The U.S. Environmental Protection Agency (EPA or Agency) is proposing action on changes to South Carolina's State Implementation Plan (SIP) to revise regulations prescribing minor source permitting program requirements, including minor new source review (NSR) requirements, involving, in part, minor source permitting public participation, in SIP revisions submitted by the State of South Carolina through the South Carolina Department of Health and Environmental Control (SC DHEC) on October 1, 2007; July 18, 2011; August 8, 2014; July 27, 2016; and April 24, 2020. This proposal supplements previous proposals the EPA published on August 17, 2017, and January 21, 2025. This proposal is being issued pursuant to the Clean Air Act (CAA or Act).

Air Plan Partial Approval and Partial Conditional Approval; South Carolina; Control of Oxides of Nitrogen and Source Testing Requirements

Air Plan Approval; South Carolina; Minor Source Permit Program Revisions

Ethylene Dibromide Draft Risk Evaluation Under the Toxic Substances Control Act (TSCA); Notice of Availability and Request for Comment

The Environmental Protection Agency (EPA or Agency) is announcing the availability of and seeking public comment on the draft risk evaluation under the Toxic Substances Control Act (TSCA) for ethylene dibromide. The purpose of risk evaluations under TSCA is to determine whether a chemical substance presents an unreasonable risk of injury to health or the environment under the conditions of use (COUs), including unreasonable risk to potentially exposed or susceptible subpopulations identified as relevant to the risk evaluation by EPA, and without consideration of costs or non-risk factors. EPA is seeking comment on the draft risk evaluation for ethylene dibromide.

Nominations to the Federal Insecticide, Fungicide, and Rodenticide Act Scientific Advisory Panel (FIFRA SAP); Request for Comments

The Environmental Protection Agency (EPA or the Agency) is now accepting public comments on the experts the Agency is considering for membership on the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) Scientific Advisory Panel (SAP). This document identifies the individuals nominated. The Agency anticipates selecting from those nominees that are identified as interested and available to appoint two new SAP members by October 2026 due to expiring membership terms. Public comments on these nominations will be used to assist the Agency in selecting the new members for the FIFRA SAP.

Calcium Carbonate; Exemption From the Requirement of a Pesticide Tolerance

This regulation establishes an exemption from the requirement of a tolerance for residues of calcium carbonate (CAS # 471-34-1), in or on all food commodities when used in accordance with label directions and good agricultural practices. Columbia River Carbonates, submitted a petition to EPA under the Federal Food, Drug, and Cosmetic Act (FFDCA), requesting an exemption from the requirement of a tolerance. This regulation eliminates the need to establish a maximum permissible level for residues of calcium carbonate in or on all food commodities, in accordance with the terms of the exemption.

Pesticide Program Dialogue Committee (PPDC); Notice of Charter Reestablishment; Request for Nominations

Notice is hereby given that the Environmental Protection Agency (EPA) has determined that, in accordance with the provisions of the Federal Advisory Committee Act (FACA), the Pesticide Program Dialogue Committee (PPDC) is in public interest and is necessary in connection with the performance of EPA's duties. Accordingly, PPDC will be reestablished for a two-year period and renewed as determined necessary. Copies of the PPDC charter will be filed with the appropriate congressional committees and the Library of Congress. In addition, EPA is seeking member nominations for the PPDC from qualified candidates to serve a two-year term. The purpose of PPDC is to provide advice and recommendations to the EPA Administrator on issues associated with regulatory development and reform initiatives, evolving public policy and program implementation issues, and science issues associated with evaluating and reducing risks from use of pesticides. To maintain the representation outlined by the charter, nominees will be selected to represent: pesticide industry and trade associations; pesticide user, grower, and commodity groups; federal, state, local, and tribal governments; academia; animal welfare and public health organizations; environmental and public interest organizations; farm worker organizations; and the general public. Vacancies are expected to be filled by November 2026.

This document announces the Agency's receipt of and solicits comments on applications to register new pesticide products containing currently registered active ingredients that would entail a change in use pattern. Air Plan Approval; Missouri; Moderate Attainment Plan Elements for the 2015 8-Hour Ozone Standard for the Missouri Portion of the St. Louis Nonattainment Area

The Environmental Protection Agency (EPA) is proposing to approve portions of a state implementation plan (SIP) revision submitted by the State of Missouri on September 6, 2023, as meeting Clean Air Act (CAA) requirements for the 2015 8-hour ozone national ambient air quality standards (NAAQS) in the Missouri portion of the St. Louis, MO-IL bi-state nonattainment area. Specifically, the EPA is proposing approval of the submitted vehicle inspection and maintenance (I/M) program, nonattainment new source review (NNSR) program, and reasonably available control technology (RACT) determinations for major sources of volatile organic compounds (VOC) and Nitrogen Oxides (NO<INF>X</INF>) SIP elements as meeting applicable Moderate nonattainment area requirements for the 2015 8-hour ozone NAAQS. The EPA will address the remaining SIP elements in a separate action.

Approval of Source-Specific Air Quality Implementation Plan; New York; Big Six Towers Inc.

The Environmental Protection Agency (EPA) is approving a revision to the State of New York's State Implementation Plan (SIP) for the ozone National Ambient Air Quality Standard (NAAQS) related to a source-specific SIP (SSSIP) revision for Big Six Towers Inc. (the Big Six), located at 59-55 47th Ave. Woodside, NY 11377 (the Facility). The EPA found that the control options in this SSSIP revision implement Reasonably Available Control Technology (RACT) with respect to oxides of nitrogen (NO<INF>X</INF>) emissions from the relevant Facility sources, which are identified as three oil-fired engines. This SSSIP revision implements NO<INF>X</INF> RACT for the relevant Facility sources in accordance with the requirements for implementation of the 2008 and 2015 ozone NAAQS. The EPA determined that this action will not interfere with ozone NAAQS requirements and meets all applicable requirements of the Clean Air Act (CAA).

Proposed Modification of NPDES General Permit for Federal Aquaculture Facilities and Aquaculture Facilities Located in Indian Country in Washington (WAG130000)

The Environmental Protection Agency (EPA), Region 10, proposes to modify the National Pollutant Discharge Elimination System (NPDES) General Permit for Federal Aquaculture Facilities and Aquaculture Facilities Located in Indian Country in Washington (draft modified GP). The draft modified GP incorporates facility-specific conditions for Leavenworth National Fish Hatchery which will allow the facility to obtain coverage under the draft modified GP. Air Plan Approval; Iowa; Interstate Transport Requirements for the 2010 Sulfur Dioxide Standard

The Environmental Protection Agency (EPA) is proposing to approve the State Implementation Plan (SIP) submission from Iowa addressing the Clean Air Act (CAA or Act) interstate transport requirements, also known as the "good neighbor" provision, for the 2010 1-hour primary sulfur dioxide (SO<INF>2</INF>) National Ambient Air Quality Standard (NAAQS). The good neighbor provision requires each State's plan to contain adequate provisions prohibiting the interstate transport of air pollution in amounts that will contribute significantly to nonattainment, or interfere with maintenance, of a NAAQS in any other State. The EPA's proposed approval of this rule revision is being done in accordance with the requirements of the CAA.

Determination of Attainment by the Attainment Date; 1997 Ozone Standards; California; Coachella Valley

The Environmental Protection Agency (EPA) is taking final action to determine that the Riverside County (Coachella Valley), CA 1997 ozone "Extreme" nonattainment area attained the revoked 1997 ozone national ambient air quality standards (NAAQS) by its June 15, 2025 attainment date. This determination is based on quality-assured and certified ambient air quality monitoring data from 2022 through 2024.

Air Plan Approval; Illinois; Clean Data Determination for the Illinois Portion of the St. Louis Area for the 2015 Ozone Standard

The Environmental Protection Agency (EPA) is determining under the Clean Air Act (CAA) that the Illinois portion of the St. Louis, MO- IL nonattainment area (hereafter also referred to as the "St. Louis area" or "area") has achieved clean data for the 2015 ozone National Ambient Air Quality Standards (NAAQS or standard). This determination is based upon complete, quality-assured, and certified ambient air monitoring data for the 2023-2025 design value period showing that the Illinois portion of the area achieved attainment of the 2015 ozone NAAQS. This determination also relies on the EPA's concurrence of an exceptional events request submitted by the Illinois Environmental Protection Agency (Illinois EPA) on December 18, 2025, and concurred on by the EPA on January 12, 2026. Therefore, the EPA is taking final agency action on Illinois' exceptional events request. In a separate action, the EPA is finalizing a similar determination for the Missouri portion of the St. Louis area. This final determination suspends the requirements for the area to submit attainment demonstrations and associated Reasonably Available Control Measures (RACM), Reasonable Further Progress (RFP) plans, contingency measures for failure to attain or make reasonable progress, and other planning State Implementation Plans (SIPs) related to attainment of the 2015 ozone NAAQS, for as long as the area continues to attain the 2015 ozone NAAQS.

Air Plan Approval; Commonwealth of Virginia; Transfer of Authority and Requests for Certain Public Hearings on Air Permits

The Environmental Protection Agency (EPA) is proposing to approve a state implementation plan (SIP) revision request submitted by Virginia Department of Environmental Quality (VADEQ) on behalf of the Commonwealth of Virginia. The SIP revisions intend to make some sections of Virginia regulation Revision D22 that became effective on November 23, 2022 federally enforceable. The revisions limit the authority of the Virginia State Air Pollution Control Board (Board) to the issuance of regulations, and transfer the board's existing authority to issue permits, orders, and variances to VADEQ. Additionally, the revisions establish procedures for public comment on pending controversial permits and regulatory changes, and amend certain other procedural requirements related to VADEQ's issuance of permits. This action is being taken under the Clean Air Act (CAA).

Determination of Attainment by the Attainment Date and Clean Data Determination for the 2012 Annual Fine Particulate Standard; Plumas County, California

The Environmental Protection Agency (EPA) is finalizing our determination that the Portola nonattainment area in Plumas County, California, attained the 2012 annual fine particulate matter ("PM<INF>2.5</INF>") national ambient air quality standard (NAAQS or "standard") by the December 31, 2025 "Serious" area attainment date. This determination is based on ambient air quality monitoring data from 2023 through 2025. We are also finalizing a clean data determination (CDD) based on the 2023 through 2025 data and our evaluation of preliminary air quality monitoring data from 2026.

Air Plan Approval; Missouri; Clean Data Determination for the 2015 8-Hour Ozone Standard for the Missouri Portion of the St. Louis Nonattainment Area

The Environmental Protection Agency (EPA) is determining under the Clean Air Act (CAA) that the Missouri portion of the St. Louis, MO- IL bi-state nonattainment area has achieved clean data for the 2015 8- hour ozone National Ambient Air Quality Standard (NAAQS or standard). This determination of clean data is based upon complete, quality- assured, and certified ambient air monitoring data for the 2023-2025 design value period showing that the Missouri portion of the area achieved attainment of the 2015 ozone NAAQS. The 2023-2025 design value relies upon EPA concurrence on a portion of the exceptional events request as submitted by the Missouri Department of Natural Resources (MoDNR) on November 3, 2025, and concurred on by the EPA on January 27, 2026. The EPA is also approving Missouri's November 3, 2025, clean data determination request. This final clean data determination suspends the obligations of the State of Missouri to submit certain nonattainment area planning requirements for as long as the Missouri portion of the St. Louis area continues to attain the 2015 ozone NAAQS. In a separate action, the EPA is finalizing a similar determination for the Illinois portion of the St. Louis area.

Determination To Defer Sanctions; Arizona; Maricopa County Air Quality Department; Gasoline Loading

The U.S. Environmental Protection Agency (EPA) is making an interim final determination that the Arizona Department of Environmental Quality (ADEQ) has submitted rules on behalf of the Maricopa County Air Quality Department (MCAQD or "County") that addresses deficiencies in its Clean Air Act (CAA or "Act") State Implementation Plan (SIP) concerning emissions of volatile organic compounds (VOC) from loading of organic liquids and gasoline. This determination is based on a proposed approval of MCAQD Rule 352 and conditional approval of MCAQD Rule 353, published elsewhere in this issue of the Federal Register, that regulate this category of sources. The effect of this interim final determination is that the application of offset and highway sanctions that was triggered by a previous limited disapproval by the EPA in 2025 is now deferred. If the EPA finalizes its approval and conditional approval of MCAQD's submission, relief from these sanctions will become permanent.

Air Plan Approval; New Hampshire; Repeal of Motor Vehicle Inspection and Maintenance Program

The U.S. Environmental Protection Agency (EPA) is proposing to conditionally approve a State Implementation Plan (SIP) revision submitted by the State of New Hampshire on December 24, 2025, through the New Hampshire Department of Environmental Services (NHDES). The proposed revision would remove the Statewide motor vehicle inspection and maintenance (I/M) program as an active measure, which was previously approved into the SIP to address emissions from on-road sources. In accordance with plan revision requirements of the Clean Air Act (CAA), the SIP submittal contains a demonstration that the removal of the I/M program will not interfere with New Hampshire's compliance with any National Ambient Air Quality Standard (NAAQS) or with any applicable requirement of the CAA. In a letter to the EPA, NHDES committed to submitting an additional SIP revision within one year of a final conditional approval to address maintenance plan requirements.

Agency Information Collection Activities; Proposed Renewal Collection and Request for Comment; Generic Clearance for TSCA Section 4 Test Rules, Test Orders, Enforceable Consent Agreements (ECAs), Voluntary Data Submissions, and Exemptions From Testing Requirement (Renewal)

In compliance with the Paperwork Reduction Act (PRA), this document announces the availability of and solicits public comment on the following Information Collection Request (ICR) that EPA is planning to submit to the Office of Management and Budget (OMB): Generic Clearance for TSCA Section 4 Test Rules, Test Orders, Enforceable Consent Agreements (ECAs), Voluntary Data Submissions, and Exemptions from Testing Requirement (Renewal) (EPA ICR No. 1139.52 and OMB Control No. 2070-0033). This ICR represents a renewal of an existing ICR that is currently approved through March 31, 2027. Before submitting the ICR to OMB for review and approval under the PRA, EPA is soliciting comments on specific aspects of the information collection that is summarized in this document.
