Oil refineries, as included in the EU Emissions Trading System, must have a greenhouse gas emissions permit from the Environmental Agency, Scottish Environmental Agency, or Northern Ireland Environmental Agency.

This includes VOCs (and methane) emitted from storage and handling facilities, oil/water separation systems, other vents, flare systems, etc.

The government issued a guidance note for inventory reporting, in line with the regulation.
