This law creates a new institution, the National Agency for Industrial Security and Environmental Protection in the hydrocarbons sector. The Agency's name was shortened to Agency for Safety, Energy and the Environment (ASEA). ASEA is tasked with regulating and supervising the oil and gas industry (entire value chain of hydrocarbons) and issuing legislation to control emissions. It grants ASEA the authority to inspect, verify, and levy sanctions on industry activities.
