The policy governs the development of statistical databases related to energy use and assigns responsibility for collection to the different ministries.

STATISTICS ON ENERGY USE

Article 3. Statistical indicators on energy use

Statistical indicators on energy use in the national statistical indicator system are uniformly applied throughout the country and updated annually, including the following key indicators:

1. Group of norms on the quantity and volume of used energy divided by:

a) Economic industry.

b) Key energy users.

c) Purpose of use.

d) Type of energy.

2. Norms of energy consumption rate divided by a number of major products.

3. Group of criteria on the quantities, categories of energy-consuming devices and equipment on the list of energy-consuming devices and equipment subject to energy labelling produced, imported,

The Ministry of Planning and Investment shall assume the prime responsibility and coordinate with the Ministry of Industry and Trade in submitting to the Prime Minister for supplementing statistical indicators on energy use into the National Statistical Indicator System; organize and direct the periodic implementation of publicizing statistical information on energy use.

Article 4. Responsibility to collect, synthesize and analyse statistical information on energy use

1. The Ministry of Industry and Trade shall assume the prime responsibility for, and coordinate with the Ministry of Planning and Investment in, guiding the collection, compilation and analysis of statistical information on energy use.

2. Ministries, ministerial-level agencies, People's Committees of provinces and centrally-run cities shall make reports and send to the Ministry of Industry and Trade on energy use statistical information on branches, domains and subjects manage.

Article 5. Organization of the national energy database system

1. The Ministry of Industry and Trade is responsible for organizing and building the national energy database system.

2. Information of the national energy database includes:

a) Statistical indicators on energy use specified in Article 3 of this Decree.

b) Quantity and volume of primary energy exploited domestically and imported, including: coal, crude oil, natural gas, hydropower, electricity, renewable energy, nuclear energy.

c) Quantity and volume of energy produced domestically, including: electricity, fuels from petroleum products, coal.

d) Price index of some major energy types.
