The manual provides guidance on development of a fugitive emissions management plan, or FEMP. It is intended to supplement the requirements of Directive 060.

A FEMP should indicate what preventive maintenance practices the duty holder is using to reduce or prevent fugitive emissions. This might include checklists used by field operators during routine inspections, regularly scheduled maintenance programs, and maintenance programs or standard operating procedures that incorporate preventive maintenance practices. A FEMP should also describe methods for calibrating and maintaining the survey equipment.

While the directive does state the best practice methods for LDAR and minimising fugitive emissions, it does not make them mandatory.
