The National Strategy includes a 10-, 20- and 40-year outlook for achieving climate change goals. Sets a target of 30% GHG emissions reductions from the base year. Methane-related lines of action include calling for the establishment of monitoring, reporting, and verification (MRV) mechanisms and strengthening vigilance for flaring and venting during oil and gas production (M5.14). The document also calls for actions to reduce fugitive emissions from oil and gas extraction, transmission, processing, and distribution systems (M5.15).
