Guidelines for Grant of Permit to Access Flare Gas

The Guidelines for Grant of Permit to Access Flare Gas detail the permitting program set forth in the 2018  Flare Gas Regulations. The Guidelines set conditions for Permit Holders and their gas connection equipment; describe the competitive bid process for an Access Permit; and set the fees authorized by Sec. 11, including those payable to the Producer.

The purpose of the permitting system to access flare gas, is to induce economic activity to acquire and sell associated methane gas, to reduce flaring and venting.
