Details the conditions and criteria for mandatory reporting of greenhouse gas for operators. Operators who emit more than 10,000 tonnes of CO2 equivalent per year have a duty to collect data on their emissions and report their findings to the Commission. This must be illustrated as a process-flow diagram and includes the reporting of emissions from flaring, venting and other fugitive emissions. The regulation also establishes verification bodies to evaluate reports from operators.
