The Act provides the legal framework for exploration and recovery of petroleum resources in offshore areas. The act is administered by the National Offshore Petroleum Safety and Environmental Management Authority (NOPSEMA).
The Act provides that a permit or license is required for all petroleum exploration and exploitation activities. NOPSEMA may grant such permits or licenses under whatever conditions it deems appropriate.
