The regulation sets minimum energy performance standards (MEPS) for 12 electrical appliances (excluding electric lamps and geysers).

The VC 9008 introduced a phased-in approach towards the enforcement of the MEPS. Air conditioners shall comply with SANS 941, and shall have a minimum energy efficiency rating of Class B by 18 months after the publication of the regulation.
