The functional requirement of Article 5.1, first paragraph , that a building to be built is energy efficient, is more generally formulated in comparison with the functional requirements from Chapter 5 of the 2003 Building Decree. Moreover, from now on it is no longer referred to as "sufficiently energy efficient" but "energy efficient". This better expresses the urgent need for energy efficiency.
