The Rural Development Programme for Mainland Finland 2014-2020 is coordinated by the Ministry of Agriculture and Forestry. One of the tools of the programme is investment aid and interest subsidy for farmers and enterprises including energy investments. Many sidestreams of farming and the food industry are suitable for energy production. In the use of agricultural biomasses for energy, other biomasses rather than those that can be used as food are prioritized.

The programme aims to increase the utilisation of renewable energy technologies in rural areas. The amount of support that has been annually granted for energy investments varies considerably. The support for energy investments (investment aid and interest support) has been EUR 1.9-10.6 million in 2012-2016. In average the aid has been EUR 7.3 million per annum. The budget allocation for 2017-2020 is EUR 7 million per annum.
