The department circular delineates policies to facilitate the implementation of the Household Electrification Programme. The key policies include:

Sec 1: The Department of Energy (DOE) oversees the policy formulation and implementation of programmes including access to basic electricity services (defined in Sec 2); ensuring preferential choice of renewable energy sources, especially in off-grid context; government grants and subsidies.

Sec 2 : Basic Electricity Services are defined as the minimum of electricity to be provided as social services in order to reduce poverty and improve the quality of life, on a sustainable basis at an affordable rate.

Sec 3: Distribution utilities can use both on-grid and off-grid, centralised, de-centralised, mini-grid and stand-alone systems for long-term household electrification in their respective boundaries.

Sec 4: The Household Unified Strategic Electrification (HOUSE) Team assists the DOE in implementing the electrification goals, through:

Recommending and advising on policies and strategies;

Defining roles and responsibilities of all stakeholders;

Ensuring the funding for electrification projects.

The team sets up protocols with the National Electrification Administration, distribution utilities and local governments to assess household electrification levels on national and local level.

Sec 5 : The HOUSE Team uses the Household Electrification Information System (HEIS) to consolidate and monitor all information on household electrification progress.

The document is embedded in the Philippines Development Plan (2011 to 2016) and supports the target of 90% household electrification by 2017.
