The NDP is the overall medium-term development framework within which all sector goals are formulated for the period 2013 – 2017. The NDP links into the national vision or Long Term Development “Angola 2025”. It is therefore the foundation for all renewable energy plans and strategies as it sets the background for a sustainable development of all energy sector initiatives and planned investments. The NDP further outlines supportive measures including increasing access to finance, physical infrastructure and reduction of bureaucratic procedures.

The NDP has prioritized the promotion of the energy sector development through construction of 5,000 MW hydroelectric plants by 2020 , and other major generation plants between 2015 and 2030 to expand energy production and the distribution network in line with the National Electrification Plan.

The NDP is a result of the national consultative process that involved a cross-section of government, utilities and private sector stakeholders.
