These Regulations determine the procedure and conditions for the provision and distribution of subsidies from the federal budget to Russian Subjects on the implementation of regional programs to improve the energy efficiency;

The level of co-financing of expenditure obligations of the Russian Federation cannot be set higher than 95 percent and less than 5 per cent of the expenditure commitments.
