According to the 2025 Climate Change Law, the Government of Côte d'Ivoire is responsible for encouraging the use of carbon mechanisms (i.e., mechanisms aimed at reducing greenhouse gas emissions between two interested parties). The State ensures the coordination of carbon mechanisms within the national territory and establishes their rules, modalities, and procedures (Articles 14 and 67).

The Climate Change Law also stipulates that the Government of Côte d'Ivoire is responsible for developing a national measurement, reporting, and verification system (Article 12). However, the IEA was unable to determine the status of this system, including whether it is already in operation.
