The system development strategy brings together findings from scenarios from a technical and systemic perspective and outlines robust transformation pathways for achieving the climate targets efficiently without losing the necessary flexibility to respond to changes in environmental conditions. It sets a framework that provides orientation for subsequent processes, such as the network development plans for electricity or gas and hydrogen, as well as the sector- and energy source-specific strategies and programs. In this way, it ensures the coherence of the various strategies and programs in terms of a cost-effective, consumer-friendly, efficient, environmentally friendly and climate-neutral overall system. It presents specifc modelling estimates for 2045 including hydrogen demand for industry, transport, and imports of hydrogen as well as other supply targets.
