On January 29, 2024, “Department Circular No. DC2024-01-0001 Providing a National Policy and General Framework, Roadmap, and Guidelines for Hydrogen in the Energy Sector” was promulgated in the Philippines. The guidelines establish both fiscal and non-fiscal incentives for hydrogen projects, including tax breaks, duty exemptions for equipment and materials, tax credits for domestic capital equipment and services, special incentives for projects using “green hydrogen” (defined as hydrogen produced via renewable-powered electrolysis, biogas reforming, or biochemical biomass conversion). The Circular mandates the creation of governance and oversight bodies, such as the Hydrogen Energy Industry Committee (HEIC) and the Hydrogen Inspection and Monitoring Team (HIMT), to monitor, inspect, and implement hydrogen projects
