Mauritania has introduced a comprehensive incentive framework to attract green hydrogen investments. Key benefits include exemptions from VAT and export taxes, a reduction in import customs duties from 4% to 2% for early projects, and corporate tax incentives. To qualify, operators must be Mauritanian-incorporated companies with proven technical and financial capacity. Projects begin with a framework agreement with the government (valid for up to two years, extendable once), followed by a global agreement outlining development terms. Production licenses are granted for up to 35 years, renewable twice for 10 years each. The law also establishes the Mauritanian Agency for Green Hydrogen (AMHV) to oversee the sector and includes plans to issue guarantees of origin to certify the renewable nature of hydrogen, supporting export ambitions, particularly to Europe.
