The Renewable Energy Directive III (RED III) is a broad document setting the target for renewable energy consumption in the EU by 2030, not only focused on hydrogen. RED III introduces a new binding target for RFNBO (renewable fuels of non-biological origin) in industry: 42% in 2030 and 60% in 2035 (art. 22a) with possible discounts in case certain conditions are fullfilled (art.22b). Article 25 requires that by 2030, Member States set out measures that allow increasinge the share of RFNBOs to at least 1% of total energy consumption in transport by 2030 (RFNBOs also contribute towards a combined target of 5.5% for RFNBOs and advanced biofuels as well as the sectorial targets). RED introduces a life cycle GHG emissions savings threshold for hydrogen produced using renewable electricity (i.e. using renewable fuels of non-biological origin [RFNBOs]) or hydrogen produced from biomass; the threshold is the equivalent of around 3.4 kgCO2eq/kgH2.
