Simplification and acceleration of procedures for the implementation of energy efficiency measures

The measure (PNRR M2C3 - Reform 1.1) aims to promote the rapid energy conversion of the real estate stock, encouraging deep requalifications and transformation into "nearly zero-energy buildings" (nZEB), in line with the strategy for the energy requalification of the national real estate stock. The measure is aimed at overcoming those barriers that are not economic in nature and that reduce investment choices in energy requalification interventions of buildings or that slow down the execution of the works. The measure includes the following interventions:

1) Ref 1.1.a: Launch of the national portal for the energy efficiency of buildings

2) Ref 1.1.b: Training and information plan for energy efficiency

3) Ref 1.1.c: FNEE reform

4) Ref 1.1.d: PREPAC reform

5) Ref 1.1.e: authorization simplification (simplified CILA - Simplifications Decree 2021)

6) Ref 1.1g: Construction waste management ministerial decree

2) Ref 1.1.f: quota reduction in condominium meetings (August 2020 Decree and LB 2021)
