Announcement No. 33 of 2024 on the Implementation of Export Controls on Antimony and Other Items, issued by the Ministry of Commerce and the General Administration of Customs on August 15, 2024 and effective from September 15, 2024, outlines new export controls. These controls cover antimony-related items such as ores, raw materials, metal antimony, and various antimony compounds, as well as superhard materials including six-sided top press equipment and synthetic diamond technology. Exporters must apply for licences through provincial commerce departments, providing documents like export contracts, technical descriptions and end-user certificates. The Ministry of Commerce will review applications and issue licences, which must be presented to customs for clearance. Violations, such as unauthorised exports, will result in administrative penalties or criminal liability. The regulations follow the "Dual-use Items and Technology Import and Export License Management Measures" from 2005.
