This Act sets the policy framework for resource security, expanding the scope of critical materials to petroleum, natural gas, coal, uranium, hydrogen and core minerals. It notably includes stockpiling requirements for each of these key resources, and private supply institutions among the reserve obligation institutions may, if they reach an agreement with a public supply institution, delegate all or part of the obligation. The Act also requires a 5-yearly Basic Plan for Resource Security which can include strategies for securing gas to respond to global climate change efforts.
