The Act implements the EU requirements regarding smart meter deployment and digitalisation of the energy transition under the EU Electricity Markets and Gas Markets Directives as well as select provisions of the Energy Efficiency Directive.
It aims to enable the energy transition through smart grids, promoting demand-response and ensuring high quality data availability. High cybersecurity standards under the international CC framework ensure the resilience and safety of critical energy data communications.
The Act was comprehensively overhauled in 2023 so as to expedite the deployment and further reduce buerocratic obstacles to digitalisation. Under the present framework, around 28 million metering points will be equipped with smart meters until 2030 with another 30 million metering points which can optionally upgrade to a smart meter. Following a recent legal amendment (commonly referred to as the “Solar Peaks Act”), the rollout now increasingly includes the deployment of control units ("Steuerboxen") and remote controllability for renewable energy systems, particularly to address grid congestion during solar generation peaks.
