On 27 May 2024, EU commission approved on the Net-Zero Industry Act (NZIA), aims at strengthening the European manufacturing capacity of net-zero technologies and overcoming barriers to scale up European manufacturing capacity. In particular, the EU aims to domestically manufacture at least 40% of clean energy deployment needs by 2030.

The agreement centres on:

Enabling the regulatory environment for clean technology by simplifying the permitting processes

Facilitating market access for net-zero products and support the development of net-zero skills and innovation, notably the set up of NZ Industry Academies

Establishing a NZ Europe Platform to encourage cooperation and partnerships among Member States as well as European companies

Setting up of regulatory sandboxes to encourage innovative solutions

However, it places little emphasis on the trade and collaboration aspects outside of the EU region.

The identified key technology areas covered under the Act include:

Solar photovoltaic and solar thermal technologies;

Onshore and offshore renewable technologies

Battery/storage technologies;

Heat pumps and geothermal energy technologies;

Electrolysers and fuel cells;

Sustainable Biogas/Biomethane technologies;

Carbon Capture and Storage (CCS) technologies;

Grid technologies
