The Management System of Intensive Energy Consumption (SGCIE) is a programme integrated in into Portugals Energy Efficiency Action Plan. It comprises the modification of excise duties on oil and energy products (ISP) applied to industrial fuels establishing an incentive mechanism for GHG reduction, redifing a new Management Regulation of Energy Consumption in industry (RGCE) programme (created under Decree-Law n º. 58/82 of November 26th and Decree-Law n º. 428/83 of December 9th). This scheme aims to promote energy efficiency and energy consumption monitoring in energy-intensive facilities (those consuming more than 500 toe/year), thus broadening the scope of the previous RGCE (which applied to facilities consuming over 1000 toe/year). The SGCIE imposes binding energy audits, with a 6-year periodicity, in energy-intensive facilities with consumption above 1000 toe/year. An 8-year periodicity for energy audits is applied to facilities with energy consumption between 500 and 1000 toe/year. Facilities operators are obliged to conduct an energy audit and elaborate an Energy Consumption Rationalization Plan (PREn), establishing targets for energy and carbon intensity and specific energy consumption, which also outlines energy rationalization measures. The Plan must be submitted to the DGEG through an online system (www.adene.pt/SGCIE) to the Directorate General for Energy and Geology (DGEG), as well as submit as biennial execution and progress reports. Upon DGEG's approval, as the competent authority that supervises and inspects the SGCIEs operation, the PREn become a Rationalization Agreement for Energy Consumption (ARCE). The ARCE provides facility operators with excise dutiy exemptions (ISP) on oil and energy products (coal, oil coke, fuel oil and oil gases), as well as possibility to apply for incentives on energy audit costs and on investments in energy management and monitoring equipment. Exemptions in excise duties are foreseen in the national budget for fuels used either by consumers committed to the reduction of CO2 emissions in the framework of the National Allocation Plan for Emission Allowances (PNALE) or by consumers that have a Rationalization Agreement for Energy Consumption. Facilities under the National Allocation Plan for Emission Allowances (PNALE) are not covered by SGCIE, but they may participate on a voluntarily basis, as can facilities with annual energy consumptions lower than 500 toe. Implementation of the ARCE is monitored thorugh execution and progress reports, with penalties forseen for facilities that do not meet their targets. Energy audits, Energy Consumption Rationalization Plans and biennial execution and progress reports have to be elaborated by auditors recognized by DGEG according to their academic education and professional experience, as regulated by specific legislation (Portaria n º 519/2008, of July 25th).

The $7 Trillion AI Boom Is Turning Into The Energy Trade of the Century

You might think that Shark Tank’s “Mr. Wonderful,” Kevin O’Leary, is betting it all on AI, but he is not. He is betting on the $5+ trillion in infrastructure required to run it, and that’s where big capital is flowing now. And he’s betting on Bitzero (NASDAQ: AIBZ) to be one of the first to break AI’s biggest chokepoint: power. Bitzero was looking further ahead while most of the rest of the market was narrowly focused on AI software and semiconductors. As a result, on May 5th, Bitzero…

Oil Markets Are Pricing A Supply Surge That Isn’t Guaranteed

Crude oil prices are in freefall after the United States and Iran agreed on a ceasefire, set to last 60 days. Traders expect the ceasefire to unleash an avalanche of crude, and indeed, tankers are leaving the Persian Gulf in growing numbers. And yet Iran just struck a commercial ship in Hormuz. Bloomberg reported earlier this week that the ceasefire prompted huge discounts in available crude cargoes, noting how Angolan crude was selling at a $10 discount to dated Brent—for the first time in a decade. Not only this, but Chinese refiners were…

The World's Biggest Energy Bet Is No Longer on Fossil Fuels

For years, critics of the energy transition have made essentially the same argument. Renewable energy was supposedly too expensive, too dependent on subsidies, too intermittent, and too vulnerable to survive a serious energy security crisis. Sooner or later, they argued, governments and investors would return to the comfort of oil, gas, and coal. The latest figures from the International Energy Agency suggest the opposite is happening. According to the IEA's newly released World Energy Investment 2026 report, global investment in clean energy has…

The World Is Racing to Develop New Nuclear Fuels

In the age of the nuclear renaissance, several countries are strategising to significantly increase their nuclear energy capacity over the coming decades, as part of efforts to diversify their energy mix and boost long-term energy security. However, securing fuel to power operations has been complicated, particularly following the introduction of sanctions on Russian energy products. Now, alternative uranium fuels offer promise for the nuclear energy industry. Nuclear fission, used in all existing nuclear power plants, is the process in which an…

China Eyes a Major Opportunity in Post-War Iran

Beijing is positioning itself to lead the post-war reconstruction effort in Tehran - a move analysts suggest could secure China long-term access to critical Iranian oil reserves. The diplomatic groundwork was laid during a recent meeting in New Delhi between Chinese Foreign Minister Wang Yi and the deputy secretary of Iran's Supreme National Security Council, according to Nikkei Asia. The talks underscore China's broader strategy to expand its economic and diplomatic footprint in the Middle East amid the vacuum left in the wake of one failed US…
