The amendment aims to establish a transparent subsoil use system, by eliminating those which previously needed approval requirements, such as from regional and local councils, the Ministry of Environmental Protection and other authorities, aiming to attract investment and foster the development of the subsoil use industry.

The amendment is part of several amendment packages and reforms Ukraine has planned or implemented from 2022 to 2023 to streamline its economy through deregulation to create a more favourable business environment, reduce administrative burdens on entrepreneurs, and eliminate outdated regulatory measures.
