The purpose of this Regulation is to ensure that mining activities are carried out safeguarding the constitutional right to enjoy a balanced and adequate environment for the development of life, within the framework of free private initiative and the sustainable use of natural resources, regulating the environmental protection and management of mining, processing, general work, transport and storage activities. This regulation does not apply to small-scale mining and artisanal mining activities that are governed by specific regulations, except for those aspects that are not covered by such regulations, in which case this regulation shall be applied in a supplementary manner.
