Since 2021, the Latvian development finance institution Altum has been providing state loans for energy efficiency renovations of apartment buildings. The programme has a maximum allocation of EUR 31 million. Eligible projects can receive up to EUR 400,000 per apartment building and up to EUR 3 million per landlord. The programme lasts until 2025.

In January 2023, the Cabinet of Ministers extended the programme to also loans for the development of technical project documentations.
