The Ministry of Science and Technology of the People's Republic of China announced the National Science and Technology Major Project on Strategic Mineral Resources Development and Utilisation in 2021. The policy was developed under the framework of the 14th Five Year Plan. It is designed as a strategic framework to guide research and development on:

Identification of the amount of reserves of major strategic minerals

Exploitation and increase in reserves of scarce strategic mineral resources

Promotion of efficient mining technologies and equipment

The budget of the research project is 1 billion CNY (approximately 143M USD). The project provides funding for researchers conducting research in the following fields:

Development of metallogenic mechanism theories of strategic minerals

Strategic mineral exploration and mining technology and equipment

Improvement of strategic mineral stockpiling system

Metallurgical technology of strategic minerals

Technologies for efficient development of strategic minerals subject to shortages

Technologies for high-quality utilisation technology of strategic minerals

Strategic mineral measuring and testing technology

Other relevant fields of research

Priority is given to young researchers (Male researchers born after January 1, 1983, and female researchers born after January 1, 1981).
