This decree issues the executive regulation related to air pollution for the environment law of 2014. It regulates different sectors, including oil and gas, and requires all facilities to comply with the emissions limits stated in the regulation (outlined in Table 4).

In particular, it requires all hydrocarbon storage tanks to be equipped with a vapor recovery unit that recovers at least 95% of emissions and a floating roof or a fixed roof with an internal floating ceiling; and states that the limit for volatile organic compounds in benzene loading vapor gathering systems at storage sites dedicated for wholesales is of 35 mg/l.
