The Operational Programme Transport 2021-2027 (OPD3) shall allocate a budget of EUR 4.9 billion from the European Regional Development Fund and the Cohesion Fund for the development of rail and road networks. It is the continuity of the Operational Programme Transport 2014-2020 (OPD2).

It is divided in three priorities (and a fourth dedicated to technical assistance):

interventions on the rail and TEN-T (Trans-European Transport Network) road network, and intelligent transport systems (ITS)

road projects outside the TEN-T network

urban transport (tram and trolleybus lines) and alternative fuels infrastructures.
