Beginning January 1, 2022, each midstream segment owner or operator must participate in an emissions reduction program to reduce greenhouse gas emissions from midstream fuel combustion equipment by twenty percent (20%) over the 2015 baseline. By September 30, 2023, each segment owner or operator must submit its company Emissions Reduction Plan to the Colorado Air Quality Control Commission.
Beginning January 1, 2023, upstream oil and gas operators must participate in the greenhouse gas intensity program to reduce emissions. Operators are classified into majority operators (with over 10,000 kBOE company-wide production in 2022), minority operators (with less than 10,000 kBOE company-wide production in 2022), and new to market operators. Majority operators are required to reach 10.94 mtCO2e/kBOE by 2025, 8.46 mtCO2e/kBOE by 2027, 6.80 mtCO2e/kBOE by 2030 in emissions intensity. Minority operators are required to reach 34.39 mtCO2e/kBOE by 2025, 26.60 mtCO2e/kBOE by 2027, 21.38 mtCO2e/kBOE by 2030 in emissions intensity. New operators are subject to a new target to reach 8.59 mtCO2e/kBOE by 2025, 6.64 mtCO2e/kBOE by 2027, and 5.34 mtCO2e/kBOE by 2030. Well production facilities located in an 8-hour Ozone Control Area and those located in disproportionately impacted communities are subject to a more stringent intensity target.
All operators are required to submit the gas intensity plans to the Commission and are subject to annual implementation verifications.
