The resolution applies to upstream oil and gas activities at the national level. It covers both fugitive and flaring emissions.
The regulation considers important international best practices on methane mitigation, such as:
The determination of the processes and exceptions for gas flaring, as well as the technical and economic assessment to justify its occurrence (Title 3)
Different methodologies to quantify flaring, venting, and fugitive emissions
Leak Detection and Repair two times a year (Title 5)
Minimum actions and equipment for the prevention and mitigation of natural gas leaks (e.g., dry seal compressors, compressed air or electric pneumatic controllers, methods to reduce emissions on well completion activities, vapor recovery units, among others). (Title 7)
Annual reports will be provided in regard to the compliance of the Leak Detection and Repair program. (Art. 55)
The Agencia Nacional de Hidrocarburos (ANH) Will be the government regulator in charge of the implementation and enforcement of this regulation.
