In 2012, the Irish government introduced energy efficiency obligations which have an energy savings target per year between 2014-2020 of 550 GWh of primary energy per year. These obligations cover all sectors and fuels, energy suppliers that sell more than 600 GWh per year and importers of road transport fuel.

Eligible energy efficiency measures include a pre-approved list of measures with deemed energy saving values for residential (including energy poor) sector. In the non-residential a wide range of energy efficiency measures are eligible, assessed on a case-by-case basis with savings determined on a metered or scaled basis. Savings are based on deemed savings, metered savings and engineering and scaled savings. Regulator audits a statistically significant sample of credits, between 5% and 10% of all works submitted by obligated parties. The works audited must approximate 20% of the obligated party savings and must include a representative sample of project types, sizes, sub-sectors and locations, as well as considering any risk factors.
