The Regulations were issued pursuant to the Petroleum (Exploration and Production) Act, 2016 Act 919, which authorises the minister to make regulations and guidelines on environmental protection, including the prevention of pollution and pollution damage from petroleum activities. The Regulations thus aim to prevent the adverse effects of petroleum activities on health, safety and the environment.

The health, safety, and environment regulations detail the manner in which oil and gas activities taking place in Ghana must abide with certain standards. These include operational standards and the requirement to install specific equipment, including Christmas trees and well-head safety valves. These controls, while primarily aimed at improving safety, have indirect effects that mitigate methane emissions.
