The Ministerial Decree of 4 July 2019 renewed the pre-existing incentive mechanisms for the production of electricity from plants powered by renewable sources (Ministerial Decree of 6 July 2012 and Ministerial Decree of 23 June 2016), introducing an inter-technological competition system in Italy. The incentive is provided for the following sources: photovoltaic, wind, hydroelectric and sewage gas. The Decree identifies, depending on the source, the type of plant and the category of intervention, four different groups. For each group, distinct contingents of incentivised power are provided, to be assigned with competitive registration or auction procedures, on the basis of specific priority criteria or the reduction in the level of incentive offered by the operators when participating in the individual procedure.
The plants admitted in a useful position are incentivised on the basis of the energy fed into the grid: those up to 250 kW with All-Inclusive Tariffs (TO); those above this power threshold with an Incentive equal to the difference between a reference rate and the hourly zonal price of energy. The Decree also provides for an IT platform to facilitate the meeting between supply and demand with PPA and contract registration.
