This law reaffirms state ownership over mineral resources, detailing what it covered under this term – of note: coal, coal-related gas, stone coal, oil shale, petroleum, natural gas, oil sand, and natural bitumen. It further defines that the state shall adopt a license system for the exploration and exploitation of the mineral resources and anyone who wants to explore mineral resources shall apply for registration in accordance with the law in order to obtain the exploration right.

This regulation indicates the competent regulatory bodies and outlines permitting requirements, including compliance with laws and regulations regarding safety, land recovery and environmental protection. It also outlines reporting requirements and the need to conduct activities in line with efficient and comprehensive utilisation of the mineral resources.
