This legislation establishes the National Climate Change Policy. It features among its objectives the reduction of anthropogenic emissions of greenhouse gases in relation to their different sources. Furthermore, it outlines guiding principles such as: the use of financial and economic instruments to promote mitigation and adaptation to climate change; information dissemination, education and promotion of public awareness of climate change; encouragement and support for low greenhouse gas emissions practices, activities and technologies as well as sustainable patterns of production and consumption. Thus, its instruments include fiscal and tax measures, subsidies and credit lines, research funds and other economic mechanisms – as well as record keeping, monitoring, estimates related to GHG emissions and provisions regarding National Communications to the United Nations Framework Convention on Climate Change.
