The provision clarifies the term, electricity autoconsumption by technology, the value of installed capacity of the electricity generating facility,  certificate proving time of putting the facility of an electricity producer into operation.

Definition of the time of putting the facility of an biomethane producer into operation is added.

Provision reduces the range of support for facility of an electricity producer using solar energy as a source because of cost reduction of  the regional distribution system operators.

The provision states more precisely that the heat used for energy processing of the rest  of biodegradable waste after biogas production, which actually represents an  autoconsumption by technology is not considered as useful heat and it is not included into useful heat supply .

It is proposed to stipulate that the right for support will have only these energy facilities that were built or put into operation in accordance with the Building Code and the Energy Act.

The provision prevents the abuse of the position of the distribution system operator in the electricity market, prevents the speculative behavior of entities in the  electricity trade

Provision allows increase or decrease the amount of the premium, depending on the change in the prices of raw materials used to produce electricity.
