Japan’s Strategic Buffer LNG (SBL) programme establishes a government-supported mechanism to secure liquefied natural gas supply during disruptions by maintaining strategic surplus LNG (“流通在庫”) held by private companies. Under the scheme, certified suppliers procure LNG in advance and manage it commercially during normal periods, while the government supports procurement and compensates risks. In emergencies, this LNG is redirected to domestic utilities to prevent supply disruptions and provide time for system adjustment. The programme operates under the Economic Security Promotion Act and began full operation in December 2023.
