The Home Energy Conservation Campaign is a national subsidy programme supporting energy-efficient residential buildings through multiple schemes covering new construction and renovations. It provides financial support for insulation upgrades (e.g. windows), high-efficiency equipment (e.g. heat pump water heaters), and energy-efficient housing standards (including ZEH-level homes). The programme includes large-scale funding allocations across sub-programmes, such as approximately ¥1.6 trillion for energy-efficient housing construction, ¥500 billion for GX-oriented housing and ¥580 billion for high-efficiency water heating systems.
