This regulation establishes minimum energy efficiency standards for the design, construction, and retrofit of buildings with a gross floor area of 2,500 m² or larger, including offices, hotels, hospitals, schools, and residential buildings. It enforces strict technical requirements for the building envelope, such as minimum thermal resistance ( R 0​≥0.56 for walls; ≥1.00 for roofs) and maximum Solar Heat Gain Coefficients (SHGC) for glazing based on orientation.

The code also mandates performance efficiency for technical systems, including minimum Coefficient of Performance (COP) and CSPF for air conditioning, maximum Lighting Power Density (LPD) (e.g., 11 W / m 2 for offices), and minimum efficiency standards for electric motors and water heating systems. For apartment buildings with centralized heating, the code specifically mandates the use of renewable energy (solar, wind, or heat recovery) as a supplemental energy source.
