The law establishes the national framework for building energy performance in Georgia and transposes the EU Energy Performance of Buildings Directive (EU) 2018/844. It requires the establishment of minimum energy performance requirements (MEPR) for buildings and building elements, mandates energy performance certificates for new buildings and buildings sold or rented and introduces a nearly zero-energy building (NZEB) requirement for all new buildings applying for construction permits after 30 September 2029.
