This resolution introduces Change No. 1 to Building Code SN 2.04.02-2020, updating the standards for energy efficiency in residential and public buildings. It mandates that all new and reconstructed residential buildings must achieve Energy Classes A+, A, or B. The code establishes specific base values for energy consumption; for example, multi-apartment buildings with 7+ floors have a base heating/ventilation value of 18 W·h/(m²·°C·day). Total energy efficiency targets for these buildings are set at 49 W·h/(m²·°C·day). The regulation also standardises hot water energy use and promotes renewable energy sources and heat recovery systems for higher efficiency ratings.
