This standard specifies the fuel consumption limits for heavy-duty vehicles (commercial vehicles burning gasoline and diesel with a gross vehicle weight greater than 3500 kg, including trucks, semitrailer towing vehicles, passenger cars, dump trucks, and city buses).

Stage IV National Standard increases the stringency by 12 to 16% compared to phase III. It also switchs test cycle from C-WTVC to CHTC.
