The Framework Operation provides structurally subordinated Framework Loans to EU-based small and medium-sized private sponsors and players (SMEs) from the energy sector. Each Sub-Project is in the form of a Framework Loans to an EU-based Developer operating in sectors contributing to Paris Agreement's objectives (e.g. renewable energy, energy efficiency and green mobility). The Developer of each Sub­Project Framework Loans utilises the proceeds to invest in new small and medium sized energy projects with a Climate Action impact. This is a 2022 Invest EU operation, EUR 300 million.

For example, the framework have allowed the financing of a number of new wind and solar photovoltaic farms and repowering one existing wind farm in cohesion regions in Italy (ASJA wind repowering and new projects) and of the implementation of 12 small run-of-river hydroelectric plants and the restoration of 13 weirs along the Arno river, to control the river flow, restore hydraulic defences and protect biodiversity (INBRE RU OF RIVER HYDRO).
