The Act discusses support for individuals such as provide subsidies to cover expenses incurred in restoring residential buildings (66(3)2) and support livelihood (66(3)5). Article 66(3) mentions financial support such as loans, guarantees, exemption from interest, which could apply to businesses. 66(3) specifically provides support for micro enterprises. 66(3)7 provides for support for agricultural, fishing, forestry or salt production industries.
