This act aims to mitigate climate change through the application of pricing mechanisms to a broad set of greenhouse gas emission sources. It is composed of four main parts: charges related to fuels, pricing of industrial greenhouse gas emissions, the application of provincial schemes, and report to the parliament. In brief, pricing standards were established encompassing a regulatory charge on carbon-based fuels and an output-based emissions trading system for polluting industries. The regulation outlines a number of provisions with regards to charges, exemptions, registration, reporting periods, returns and payments, compensation, keeping records and providing information, enforcement, compliance, inspections, penalties, and related matters.
