Coverage

Applies to oil, fossil gas and coal operators in the EU plus EU importers of these commodities.

Key requirements

  • Source-level MRV by 2025 (Tier 3 by 2027 for upstream gas).
  • LDAR programmes with defined frequencies.
  • Venting and routine flaring prohibited except in defined cases.
  • From 2030, importers must demonstrate equivalent MRV at the production country.
